September brought two significant occasions for Serbia’s renewable energy sector – the inauguration of the Čibuk 2 wind farm and the OIE Serbia 2026 conference, with Refine Legal taking part in both through its longstanding work and engagement in the sector.
The inauguration of the 154 MW Čibuk 2 wind farm, developed by Masdar and Taaleri Energia, was particularly significant for the Refine Legal team. As long-standing legal advisers to Masdar, Taaleri Energia and Masdar Taaleri Generation, Refine Legal was part of the project team working on the development of Čibuk 2 wind farm. Seeing the project reach inauguration therefore represented an important milestone not only for Serbia’s renewable energy market, but also in the firm’s continued work with its clients in the sector.
Together with the existing 158 MW Čibuk 1 wind farm, Čibuk 2 brings the complex to a total installed capacity of 312 MW, making it the largest wind power hub in Serbia and the Western Balkans. The Refine Legal team was pleased to join its clients and other representatives of the energy sector at the inauguration ceremony in Belgrade to mark the completion of this important project.

The week continued with OIE Serbia 2026, where Refine Legal’s involvement reflected another aspect of the firm’s longstanding presence in the renewable energy sector. Miloš Laković, Senior Partner, moderated the “Grids and Grid Connections” panel, continuing his involvement as a moderator at the annual OIE Serbia conference for the third consecutive year.
The panel brought together Jelena Matejić, General Director of Elektromreža Srbije; Rade Mrdak, Special Adviser at the Ministry of Mining and Energy; Ivan Asanović, Executive Director of the Montenegrin Electricity Transmission System; and Alkisti Florou, Board Member of ENTSO-E. Their discussion addressed the development of transmission infrastructure and grid connections – issues that are increasingly important as new renewable energy capacity comes online and the region continues its energy transition.
Alongside its contribution to the conference programme, Refine Legal was also one of the sponsors of OIE Serbia 2026. The firm received a recognition for its support of the conference, accepted on its behalf by Vukašin Stanković, Senior Associate.
From supporting the development of major renewable energy projects such as Čibuk 2 to contributing to the wider industry dialogue at OIE Serbia, both occasions reflect Refine Legal’s continued involvement in the development of Serbia’s renewable energy sector and its longstanding work alongside the companies and institutions shaping its future.
